Missing Tab's in Internet Options

I have noticed that 'General Tab' and 'Security Tab' are missing are missing in 'Internet Options'. I perform the following fix which does work until I reboot http://inetexplorer.mvps.org/data/general.htm , but can't find whats causing it. Have done Virus and spyware scans but nothing shows up.

Try uninstall and reinstall of IE6SP1. Perform Windows Updates. You can find Internet Explorer 6 Service Pack 1 download here M

sinlessUK, Go to the link below and scroll down to line 268(left column) and down load the "Restore All Tabs under Internet Options" .reg fix. Save the REG File to your hard disk. Double click it and answer yes to the import prompt.
