When I run Norton's WinDocotor it claims that 2 Program Files are missing:
"C:\WINDOWS\$NtUninstallKB898458$\ORUN32.exe" cannot access the necessary file:
"learn32.dll"
and
"pctree32.dll"
How do I repair this problem?

Without knowing the reason for the use of Norton Win Doctor, the answer given may or may not be applicable.
The dll files mentioned are seen in WinXP uninstall Folder created by the WinXP updates referenced in your error and is of no consequence to your PC whether they are there or deleted.
To stop Win Doctor from 'complaining' that it "cannot access those" (Files not needed by Win Doctor to perform its task) you may try the following:
configure WinDoctor to ignore an error
Scan your computer with WinDoctor to find the error you would like to ignore.
On the View menu, click Advanced.
After clicking Advanced, WinDoctor's main window will change its view from "Problems Found" to "Explore" and "Details."
Right-click the error that you would like to ignore.
Click Ignore Selected Problem.
Repeat above steps for every error that you would like WinDoctor to ignore.
