If you don't have either a Restore CD or a Windows Installation CD, you're pretty much out of luck. You'll need to buy a licensed copy of the OS.

Make a file called it boot.tmp Open it with notepad and use this.
[boot loader]
timeout=1
default=multi(0)disk(0)rdisk(0)partition(2)\WINDOWS
[operating systems]
multi(0)disk(0)rdisk(0)partition(2)\WINDOWS="Microsoft Windows XP Professional" /fastdetect /NoExecute=OptIn

save the file to a bootable floppy.

Get a boot disk http://bootdisk.com

Boot to dos. at the A:\> type:

copy boot.tmp c:\
attrib -s-h-r boot.ini
rename boot.ini boot.bak
rename boot.tmp boot.ini
attrib +s+h+r

Remove floppy, then reboot machine.
