missing .msc file

OS: XP Pro / SP1
CPU/Ram: Athlon 2100+ / 1 gig 2100
Comment:

Cannot open windows defrag or Diskkeeper workstation due to missing file .msc.
Can open and run from Microsoft Management Console, but using program icons no longer work.
Where can I get this file, and where does it go, and how do I replace a missing file in XP.

Try doing a system restore, or repair. If the restore doesn't work, do the repair installation, as I'm sure Windows will know those files are missing.
