missing locale in regional settings

In one of my computer with XP operating system, Chinese locale optionis missing in the control panel's regional settings. How can I fix this problem? I guess some dll or executable must be relaced to fix this problem. I have another PC and there is no such problem. Can I just simply to copy some dll or exectuable from this PC to another PCwith the missing Chinese locale problem? Thanks for your help in advance!

I know how to fix this problem now. Just need to install East Asia characters.
