Missing hal.dll file

Trying to install XP home edition: got error message <Windows root>\system32\hal.dll. Found hal.dll file, downloaded onto a floppy from another puter, but how do you install it on puter with error message? When trying to reboot it just comes up with that error message and freezes.

If you are trying to boot from the XP CD to do the installation, you have to watch the screen carefully. You get a message to hit a key to boot from the CD and you only have a couple of seconds to do it. If you fail to do it, it tries to boot from the hard drive.
