make a txt file called boot and change the extention to .ini so it says boot.ini
paste this in...
[boot loader] timeout=30 default=multi(0)disk(0)rdisk(0)partition(1)\WINDOWS [operating systems] multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Microsoft Windows XP Professional" /fastdetect
then save it to the A:\ drive with NTDETECT.com and ntdr on another XP Computer and shove it in your PC at boot up.
should work.

Look for a directory on your Harddrive called WINDOWS\repair there should be a "system" file there. You could try to copy this over the old one, but would probably have to be in dos or safe mode. This will be an older file so you could loose some system information by doing this.

Press F8 as soon as ur computer gets power. Keep pressing it until you are at a menu. Key down or up to LAST GOOD KNOWN WOEKING REGISTERY and go grab ur self a coffee. It's gonna take some time.

I JUST got the same problem (thanks to some power problems). Looked around for a solution and this worked for me:
