Microsoft Photo Editor Issues

CPU/Ram: Pentium 4 - 1.7 GHz/ 512

I am trying to open a file that was sent to me, the sender saying that it was sent using Microsoft Photo Editor. As i tryed to open the file through the 'open with' option, i chose Photo Editor. When it tryed to open the file in Photo Editor, it said "unknown file format." What do i do to be able to view this file in any format - as long as i can view it, it dosnt matter how i get to that point! If you want me to send it to you, i can just let me know.

What is the file extension? Does that file extension exist in file types?
