hey I reckon WavePad will probably do what you want: http://www.freedownloadscenter.com/Multimedia_and_Graphics/Multi-Purpose_Player_and_Editors/WavePad.html I use it for audio editing. its very versatile and has plenty of effects. Easy to use and free!!!
