Mic not working after reformat

Just reformatted...Anyway, my mic having problems again. First of all it does not work, even though it's checked off in the audio settings, and I got it to work ONCE, but some reason, I could hear myself talking through my headphones as if what i was saying was comin through my headphones...I dont want that! I just want it to record normally, can anybody help here?

two things to do before taking any other steps.. 1- change the Sound Card PCI slot -as long as it is not built in to the main board- 2- Go to Computer Managment, and delete the device fully, ie uninstall it, shut your system down, and restart.. let windows find the drivers by itself....
