Power Options Windows Xp Not Working

when clicking on Power options in Control panel twice , it blinks but nothing happens.Monitor on my laptop goes black barely after 20 sec of no traffic but I can’t set anything in Power options because I can’t open it.Help plz but I’m not any PC literate so describe it in plain English.Tnks.

    Once enabled as per post #1, right click your Desktop, select Properties, click the Screen Saver tab, click the Power button, select the APM tab (if it’s available) & enable.

    Here is is listing of some of the key combinations used to enter the BIOS setup on startup. ( Or, look at the bottom of your screen during boot & read the info on setup access. Press the pause key to stop the boot. Hit the space bar to continue )

    You must do this during the first few seconds after you turn on power. If you see the Windows startup, it’s too late. On boot up, hit the Pause button. Down the bottom of the screen is the info on what key to press to enter Setup. Press the Space bar to move off Pause.
    Dell=Ctrl-Alt-Enter
    Dell=Reset(Twice)
    PS/2=Ctrl-Alt-?
    PS/2=Ins
    Toshiba=Esc
    Toshiba=F1
    NEC=F2
    Compaq=F10
    # Compaq Presario – Press <Alt> <Ctrl> <Esc> at boot when you see the “Compaq” log in big letters
    Award Bios=Ctrl-Alt-Esc
    Phoenix Bios=Ctrl-Alt-S
    Phoenix Bios=Ctrl-Alt-Ins
    AMI Bios and Award Bios and others=Del (most common)
