Have your brother go to crucial.com and use their online scanner to see if it is possible to upgrade the RAM and to what extent it may be possible.
What would be the reason to switch to Vista? If cash is tight why do that at all? You understand you will need to BUY Vista?

Beside late this year or early the next Windows 7 is set for release. History sometimes will repeat itself. Many skipped going from windows 98 to windows me.
I'd stick with xp. If software doesn't require anything greater then xp why make the switch.

Stick with XP. There's always the possibility there are no Vista drivers for the hardware on the PC.
