Whenever I try to run MCE for TV, I get the following Message: "Decoder In Use" "The video is currently in use by another application. Please close all other applications, restart Media Center and then try again" I don't have other users or programs using it.

Has this always happened? If not, try reinstalling your Motherboard drivers. Then you may or may not have to reinstall the Video card drivers.
I had the same problem a while back. After installing the motherboard drivers it's working fine.
Another thing to look for. If you have something like Yahoo messenger or another messenger starting at startup, they may lock the device.
The first device that takes control of a piece of hardware has exclusive permissions for most items. We've had this same problem when we try to use Netmeeting. Yahoo was set to start at bootup and it locked the video and audio.
