Manage hyperlinks through a file

Does anyone know of a way to manage multiple hyperlinks through one central file? Similar to how you can use one CSS file to manage the look of your content across different pages?

I have multiple html pages with multiple hyperlinks that have to be changed often to reflect the new location of certain resources. Is there a way I can manage them all by having one file with all the hyperlinks listed and have the html pages use those links when clicked on. I'm wondering if this one file can be a txt file for maybe even an Excel file.
