Make sure your dvd player supports vcd format! Not all standalone players do.

1. You need to encode the video into mpeg 1. Try Xing Mpeg encoder, Panasonic MPeg Encoder or TMPGEnc. Google for them.

2. Your burning software (NERO, for example) will ask for your vcd and will do the rest of the vcd conversion work...and, burn it as well.
