Make Pictures Smaller Not Workinf

When I try to e-mail a picture that's in 'My Pictures' folder by selecting 'E-mail This File', it takes me directly to my e-mail screen without giving me the option to 'Make All My Pictures Smaller' the way it used to do. Any help appreciated. Bruce
