i need to make my computer an administrator and make more users. administrator can access to all user and make them pemitt to some program and restrict to install programs... can any one let me know how to do this

it is done in the (control panel), (User Accounts), there is already one user as the admin it just may not have a password assigned. You can do that in the control panel and then add users as you desire.
