This really aint a Win Xp Problem but I was wondering if any 1 could tell me to low level format my hard drive

Most HDD manufacturers supply disk utilities that can mid-level format (write zeroes to the drive & add 'em all up to see that the media's in good shape). Check the manufacturer's site to download the format utility.

I have always used Gatways gwscan to write zeros. I don't have a Gateway machine. This program has never given me any problems on the machine I have used it on.
