low internet speed after reformat

I used to have 900k bandwidth.... Downloading at about 90.5 kb/s, then I reformated, reinstalled xp, the whole nine yards, and Bam, speed down to 500 - 700 k bandwidth Dl speed of about 60k, this hurts me so much, I even bought new modem no luck What can I do, was there some windows settings that allowed me for such high speed?

start, run, type 'netsh int it reset all'. unplug power to dsl modem for 2 minutes, reboot pc. if that does not fix it, call isp. gl!
