Loss Of Right-Click Properties

Whenever I right-click any folder I cannot choose the last option to display the Properties of the folder. I can still do it for files, but not for folders. is this a bug in the registry? i have run a complete virus scan and used ad-aware, but no problems were detected.
Summary: I had windows xp home edition and when i clicked anything that had to do with properties the computer froze. (ex: desktop, right click, properties) bang! it freezes so i can<t change my background....
