Logoff via command line not working

I have a slight problem, When I use the command line option to logoff of Windows, it does not work if I do a times shutdown. For example, last night, I gave the command
shutdown -l -t 19800 in the command prompt window, so my computer would log off in 19800 seconds (5.5 hrs), but instead of initiating the countdown before the log off, it just logged off automatically.

If I use the command shutdown -r -t 19800 in the command prompt window, it restarts in 5.5 hours just like it is supposed to. Does anyone know why the timed logoff does not work, and how do I resolve this issue? Any help would be appriciated.

You can use a third party program like this one

By the way, if you run shutdown -i to launch the GUI shutdown window, the timed option is grayed out if you choose "logoff," so it appears the timed logoff simply isn't supported by the shutdown command....
