Logging off freezes on Desktop

This annoying problem has only recently started happening. When any of the family want to log themselves off as an individual user, then the computer has put up the usual messages - 'logging off' and 'saving your settings'. Then all the icons disappear and instead of returning to the user log in screen, it sticks with a picture of the desktop and will go no further.
The only way to progress is to switch off the computer with the reset button which then of course loses all the other users work in progress.
