Local Security Policy question

Just a quick one..

I have a User on my computer who has a limited user account. I need him to be able Get into

network / Local Area Connection properties

In order to change the IP address and subnet mask DNS etc.

By Default a limited user cannot access any of these settings.

Is there a Local Security Policy setting that I can add a specific group to or something so he can access these settings without giving him an administrator account?

I do not know of any GPO that will allow what you're attempting. However, I haven't fully explored this option. I went through the policy rather quickly, but if it would be anywhere I would think it would be the Local Computer Policy => Computer Configuration => Windows Settings =>Security Settings => User Rights Assignment
If you find a policy which matches, assign the user or group.
