Local Group Policy and Admin Rights

OS: XP Pro SP2
CPU/Ram: AMD 1.6/512 DDR

When I configure a Local Group Policy on a Win XP Pro machine it makes all the changes that I selected but also applies the policy to the Admin account. Is there any way to only apply it to the users account? It only applies certain ones though. In particular, it removes the run command, add/remove programs, admin tools, restrict all drives, and a few more. I am only configuring under user configuration, not computer configurations. Any help would be greatly appreciated.
