Local Domain Name Resolver issue

I have a DNS problem. Basically, the system cannot resolve domain names. It can contact hosts given an IP address just fine, but when given a URL it immediately (i.e. doesn't timeout or anything) returns a 'host could not be found' error.
ipconfig /displaydns says it can't show the DNS Resolver cache, however ipconfig /flushdns says the cache was successfully flushed.
I've made sure the DNS client has been started. There are no DNS issues when running in safe mode.
