Does anyone know if you can change the local admin password by command line in Win XP?

If you have the proper permission - yes.

So is the question can you? Or is the question, how?

The command is net user user_name new_passord.

So if you want to change Sally's password to Chrysanthemum, the the command would be

net user sally chrysanthemum

But if you are thinking that you are just an average user and you will be able to change the admin password - first of all shame on you for thinking such a thing and second, you won't be able to.
