loading java locks up IE

Specs: xp pro sp2, 2.4 1gb ram
I have a pc that locks up internet explorer everytime java loads. Here is what I have done to troubleshoot.

1)unload all versions of java from add/remove programs.

2)Update the OS with all updates including IE7

3)Run ccleaner and delete all temp files.

4)Reinstall Java

It still locks up at the end of the java install or on the verify java install if I load java manually. Also it will sometimes lock up on websites that use java.

How can I fix this? Is there a tool to make sure java is really off your system when you uninstall? Are there known conflicts with other programs?

I checked the event viewer, all I get is a generic ie hungapp error. I also looked for spyware with hijackthis and avg's version of ewido. I suspect that either a BHO is causing the crash-(yahoo toolbar) or when I uninstall java it is leaving corrupt files or registry entries on the pc.
