I am wanting to run a linux Live CD. The distribution is WHAX. I got the download from http://www.frozentech.com/content/livecd.php as a RAR archive, unRAR'ed it, and burned the files as an image onto a CD using Nero Burning ROM. How do i boot from the disk? i tried to turn off the computer and turn it back on and that didnt work. i also tried to change the BIOS settings in the BOOT menu to CD and DVD (seperate attempts) and i just cannot get the computer to boot from the CD drive or the DVD drive. How do i do this?

The file should have been an image of a CD. You don't need to do anything else. An ISO in this case is a complete copy of the CD that includes the bootable area.
First always check md5checksums after download.
Test the iso in qemu before you burn a cd.
The site is soo slow I can't get any info. Start with a well known working distro. Use puppy or dsl or Slax or even knoppix.
