I want to enable a Limited Account for my little brother to use on the computer to play games etc...however, I want to be able to deny him internet access. Now I have tried looking in the shared properties etc, and I am not running on a network. I did search for articles but couldnt find any. So if you guys could tell me how to go about doing this I would greatly appreciate it!

If he's really a little brother (not too computer savvy), just delete the Internet Explorer desktop icon. It won't affect your desktop in another account.
If he doesn't know how to use Windows Explorer, or know that the IE folder is in Program Files, you're safe. 8-)

PS--Or you could go into INTERNET OPTIONS, SECURITY, CUSTOM LEVEL, and select PROMPT FOR USER NAME AND PASSWORD.

The delete idea is a good one, however, if I go in and do the prompt for user name and password, he still has a logon, so all he would have to do if use his logon and password. So is there any other way that I can restrict this?
