I know there are lots of ways to control content of what is viewed in internet explorer but what I want is something that will allow me to control whether internet explorer is open or not. In other words, I want my daughter to be able to send emails using outlook express or be able to use a instant messaging program whenever she wants too but only be able to use internet explorer when I enter a password to start it. I only want internet explorer to work when I want it too and not when she clicks on it. Anyone seen anything like this? Thanks.

You can use a software firewall, in which you give Outlook Express and the instant messenger permission to connect to Internet, but prohibits Internet Explorer.
You also must password protect the firewall. This gives you the possibility to open the firewall and change the permissions when you give the password.

Using a password protected firewall like Nigel suggests is one solution. The free version of Zone Alarm will tie the Internet down tight if you allow it to.
Another possible solution is to obtain a Internet filter which will restrict the sites your daughter can get access to.
Net nanny is a good one:

A search of google will bring up many more.
