there's a LastGood.Tmp folder in %systemroot%. shouldn't it be called LastGood (the last good configuration for restore purposes)? but windows xp pro has created a folder LastGood.Tmp, not just LastGood. if I rename LastGood.Tmp to LastGood, windows renames it back after reboot.

WindowsXP protect those system files and folder, so it will restore after reboot.
If u really need to rename it, go in safe mode to do it, but I don't know and will not bear responsibility of what happen to your system.

great answers, guys. reaaaally helpful.
what I found what is that you can stop the Creation of Last Known Good :
http://www.winguides.com/registry/display.php/851
but if it is not stopped, why is it that windows sometimes saves the "last good" to LastGood and then to LastGood.Tmp in %systemroot%? actually you lose twice as much space - because windows saves same files to two different locations.
maybe it's when you change/uninstall some components, that windows saves them to LastGood and if you uninstall something else before reboot it will save it to LastGood.Tmp. it's just stupid. I uninstalled windows games (solitaire or whatever it is called and the other s---ty games) and asian languages (japanese and all that crap) and windows put the game files, chinese fonts and some other crap into LastGood.Tmp. lost space.
