Language Toolbar?

I did a Win update (dont know which one) but now when ever i restart my machine, the annoying language toolbar pops up. its the one with the options for voice control etc. i right click>toolbars> and turn it off, but it always comes back! Is it an entry i can turn off in msconfig? thanx

when the bar comes up again, select settings and remove evrything off this list that can be removed, make sure you havent any more language settings in control panel aswell.
