Language Packets?

Hey everyone, I'm big into learning different languages and such, and its quite annoying that Mandarin and Japanese characters show up as "???". I tried to look on microsoft.com, but all I got was changing my entire OS into a different language, and I'd rather not download from some place I've never heard about. Anyone know of the place to go so I can properly display these languages? And I must say, this is the only site I go to for help, you guys always got the right answer for me, keep up and the good work and thanks a billion.

What is the interest program wise to display these lanuages in?
If it is Windows XP itself well don't know...I don't know that much about the lanuage packets itself in Windows XP. I have found a few possible bugs directly related to the lanuage stuff with one of my games, but I am not sure what you are attempting to display...with what program more or less.

My apologies for not being exact. Whenever I open Wikipedia, or any other web page, I'm given "???" if they contain any Japanese or Mandarin characters. That's my big concern.
