Language bar problems

My language bar button is greyed out under the Regional and Language options control panel under the Languages tab and the details page. How do I enable it and I do have voice recognition installed.

Go to start run and type narrator, if it doesn’t work try going to the control panel and click on speech, see if the speech program is seeing your sound card, you may have to change some settings, Todd
