LAN setting won't turn off

Every time turn on my computer I have to go to internet explorer/ tools/ internet options/ connections/ LAN settings and uncheck the box the says "automatically detect settings". Why won't this box stay unchecked? I can access the internet just fine when it is unchecked, it just won't stay unchecked if the computer is shut down or restarted. I tried doing this via the control panel and it still didn't work. What keeps changing my settings?

Thanks FJB. I checked and this hotfix was supposed to have been included in SP2 and I already downloaded that. I was hoping SP2 would fix it but it didn't. Any way to get only this fix from Microsoft without making me sign up for their Passport program(which I don't want).
