Problem could be with your keyboard. Have you tried using other keyboard?

You may have "filter keys" enabled, to disable:

Category view:
Start > Control panel > Accessibility options > Accessibility options > Keyboard

Classic view:
Start > Control panel > Accessibility options > Keyboard

Uncheck "use filter keys" and click apply. Unless you have a special need/preference generally every option on the "keyboard" tab is disabled/unchecked.

I can't seem to get the shortcut to work, but a further method of prevention may be to click on the "settings" box and uncheck the "use keyboard shortcut" option, the ok>apply>ok.
