Keyboard stops working during Windows install

Without outlining all the reasons, I need to format my hard drive and do a fresh install of Win XP.

I booted from the OS CD provided by Dell (pressed F12 at startup and then pressed any key to boot from CD, as instructed). Then the blue setup screen came up. I wanted to pick the first choice ("To set up Windows XP now, press Enter"), but the USB keyboard wouldn't work anymore. I don't have PS2 slots. I also went into BIOS to make sure the computer would recognize USB ports at startup.

I also tried an alternate to use the installation CD. I started in safe mode with command prompt, logged in as an administrator, then typed
d:
cdi386
winnt32

Setup did some stuff, then rebooted and brought me back to the blue setup screen. Then the keyboard stopped working again.
