Jornada 540 issues on XP

I have a Jornada540 Pocket PC. The ac adapter and usb cables are all plugged in. I have it connected in the COM1 port, and it doesnt want to work with activesync 3.7.1. If any of you know how to fix this issue please tell me. Thank you for your help.
