Japanese fonts not displayed

CPU/Ram: Pentium
Product: Dell Optiplex

The Japanese fonts in Outlook 2003 messages appear as hollow squares. I tried adding Japanese from Microsoft Office Tools which helped the layout on Word Docs but the email & web do not display the Japanese characters.
Any idea how I can rectify this?
I have read that a language pack should be offered as a prompt & maybe I could enable this somehow?

Start/Control Panel/Regional and Languages select languages tab. Check box by Install files for east asian languages.
