How do I definitively determine if a particular port is open or closed?

thx 4 th link, but it reports all my common ports in stealth (a good thing, i guess) as well as the 2 I was curious about. so i don't know if they're open or what, right? there was also some instruction provided about allowing their site "in" to test for stealth reports which might indicate ISP blocking, but i need to read further to figure out how to do that. any advice is appreciated.
