Is my motherboard or power supply bad?

Specs: Windows XP
I have a HP M747N Computer. I left one day and it was on, I came back and it was off. I tried turning it on and nothing happened. The pc is connected to the wall through a UPS and the rest of the things powered through it (monitor, printer, internet modem) are all working. I unplugged it, cracked open the case, and pulled the power supply. There was no "burnt electronics" odor coming from it. I figured I'd reseat everything. When I checked the (Bestec ATX 12z) power supply away from the computer, the light on the back of it turned green. It stayed green until I plugged the main socket into the board (24 port connector?) I'm not sure if this is a result of a bad motherboard (AmethystM-GL6E), or the power supply. Thank you for any assistance.

Bestec power supplies are known to be junk. I would bet it's fizzed. When you buy a new psu. look for one with a single 12 volt rail like the Corsair line.
