Is my Dell desktop stuck in Safe Mode?

Specs: N/A
Computer won't boot. Monitor light yellow, screen black. When + or - pressed on monitor says computer in safe mode press any key or move mouse. No response when done. Press power on drive to boot, gives several beeps then stops, doing nothing else. Stuck in safe mode? How do I get out of it when nothing responds? Tried pressing f8 when I pushed power button on drive, still no response. I've had computer unplugged for a week while on vacation. Worked perfect till then. I even unplugged mouse and keyboard from drive and replugged in other ports on front thinking USB ports were bad, still nothing. Keyboard lights not on either, usual power light, caps lock or number lock lights. Keyboard acts dead. Harddrive green light does stay on.

The beeping could be the key. What is the exact beep count & pattern? For instance, 1 long, 2 short, repeating.
