I would like to install XP Pro in English on one partition and XP Pro in Spanish on another partition of the same HDD so that it can be booted to either language at startup. Is this possible? If so how would I go about it. Thanks.

Except for the language difference this is no different than a regular multiboot with xp.

Google xp multiboot for the how tos. It's just two installs to different partitions with one you pick spanish instead of english. Piece of cake.

According to Microsoft, you don't need a multi-boot system. You can configure user accounts with different languages. Here's an article that explains how:

This is not true. The M$ article explains how you can use multiple language for e-mail & documents only. It does not give you choices of systemwide language preference.

If you have the second partition in place just insert the WinXP CD while in the existing WinXP version. Choose custom install and choose the path you want to install to along with the language and the options desired. Just watch that you don't install to the same partition as your other version is on.

That method will automatically create the dual boot situation.

You can choose which version will be the default, which doesn't require any user intervention to boot into.
