IPSECPOL.exe will not run on XP

IPSECPOL.exe will not run on XP. It is used to configure ip security policies and only runs on Win2000. Is there an equivalent tool for WinXP? XP produces the following error: The procedure entry point .... could not be located in the dynamic link library polstore.dll.
