iPod Shuffle wont format/connect!

I have a WinXP laptop and just bought an iPod shuffle from eBay, so it does not have a warranty with Apple. I have tried to install it using the disc it came with and when the installer says to plug in the iPod for formatting, I plug it in, and nothing happens. (my usb ports are 2.0 as required by apple.)It is as if the program or my computer does not recognize that the iPod is plugged in. I've tried uninstalling and reinstalling all the lates versions of iPod and iTunes software and to no avail. The shuffle does not show up anywhere on my computer. I have looked in the Apple discussion forums and tried all the suggestions, such as changing the drive letter for the iPod, but since my computer does not recognize the shuffle at all, there is no drive letter to change. I'm at a complete loss. Any help would be greatly appreciated!
