is there such a program that would let me change my ip to an ip i want? not like change but like a makeup so when i go to a site, it wont be my own ip but the one i have chosen. is this possible because i want to change it into an ip i want

No, but there are services that will allow you to surf annonymously. Ghostsurf is one such service.

When you request a page from a website, that website needs to have your ip so it knows where to send the page you requested. Now there is such a thing a proxy server. Although I've never used one. Your info goes through their ip address so the website only sees their website ip. Then their website forwards it back to your ip. But you don't get to pick the number that the website see's there either.
