If your ISP dynamically sets your IP address, you cannot change it. Most dynamic IP address is leased on a 24-hour (or so) basis. On the other hand, if you have static IP address, call your ISP and request a change.

Formatting your HDD will not have any effect on your IP address. Your IP address is given to you by your ISP. Even if you are on a cable modem you are going to get the same IP address even after your lease expires. You almost always get the same IP on a cable modem even though it is a dynamic IP address.
If you are worried about your IP address get a firewall or surf threw a proxy server.

No, its not true. As I explained earlier, your ISP assign the IP address dynamically. The dynamic IP address usually change on a 24 hour or so basis, unless you subscribe to static address instead. Formatting your HD will not change the address.

It happens :)
I'm on a cable modem and my IP stays the same. Even after it expires I get the same IP again. Almost all cable modems are setup this way and I'm glad someone said IP address. I forgot I had enabled port 3389 on my firewall so I could remote into my system. It now be closed.

My system is locked down pretty damn tight. You cannot even ping my IP address but then again I use a real firewall, not no wimpy software stuff and trust me. I've run all the test and nothing is getting in.

I think the point is being missed here. Even if you change you IP address, it can still be traced back to your computer.
Every time you send something out over the Internet, whether it be a request for a web page, an e-mail or anything, your IP address goes with it. No way of getting round that. The only way to disguise your IP address is to go through a proxy server then only the proxy server will have you IP address.
However, if it hackers your worried about, there's nothing like a properly installed firewall. Hackers don't normally go for a particular IP address, they just scan whole ranges of IP address for computers that have no firewall installed.
