If I receive an attachment on Windows Picture & Fax Viewer (or also on Adobe Photoshp Album), and open the attachment, in addition to the attachment(s) opened, I have found that by clicking the slide show button there also appear totally unrelated thumbnail-type images - sometimes as many as 20 or 30 - that bear no relationship to the attachment. For example, 2 or 3 family photos can be followed by (for example) an image of the log in button of my credit card webpage, a star or envelope from my tool bar, a photo from a news page, a single graph from a webpage of weather statistics and so on. If I delete these, the next time I open the attachment, the image is accompanied by another set of unwanted thumbnails. They may come from websites that I have only briefly looked at once and never 'saved' - for example checking the weather forecast.
If I email my own images, they, too, are accompanied by useless thumbnails of, say, bits of advertisements, news photos, logos etc..

I have Norton Spyware and Avast running permanently.

What can I do? I have used a drive cleaner program, but the images that appear post-date the drive cleaner.

I do not comprehend the meaning of receiving an attachment with these programs but I suspect you are storing these images within your Temporary Internet Files folder where you are also storing images from visited pages.

You could try storing them in a dedicated folder or...

You could try emptying your Temporary Internet files folder. (IE, Tools, Internet Options, Advanced tab, scroll to bottom under the Security section, place a tick next to Empty TIF when browser is closed, click Apply and Ok, Close the browser.)
