Internet speed problem

Hi everyone.
I've got a strange problem, hopefully someone can help me out. Since I've had adsl (512/128) I have had slow download speeds, usually around 20 kb/s. The strange thing is, my sisters computer (which is linked via lan cable and sharing the same connection)downloads at speeds from around 40 kb/s - 50 kb/s.
I can't understand why on this computer the speeds are so slow. Another strange thing is if I download 2 files, they each download at around 20 kb/s. This leads me to beleave i've got some kind of setting switched on to limit each file download to 20 kb/s. Is that even possible? Is there any other explanation?
I use an adsl modem by the way. My sister accesses the internet through my computer.

No, the two computers are networked via a lan cable. I have the internet conection shared over the network. That is what leads me to beleave it's not a hardware problem.
