internet speed dropped HELP

hey i restarted my computer, after not rally doing any major changes (disk cleanup, defrag, and removed a few old programs)

now my downloads start out at about 50kb/s (usually 150) and then starts dropping pretty rapidly down to about 10 kb/s...

so it knows that it is still capable of more, it just doesnt stay there....any idea on how to fix this? this is really annoying

You could use any number of performance monitor tests along with taskmanager and event viewer to find clues. My opinion would be that you should test you system on a speed test site. I think you will find that the ISP and/or sending site is the cause of the slowdown.
